中共中央办公厅印发《2019－2023年全国党员教育培训工作规划》，要求各地区各部门从2019年开始，用5年时间，把全体党员普遍轮训一遍。党员教育培训的重点是坚定理想信念、增强党性观念、提升能力素质。

The General Office of the Communist Party of China Central Committee has published a work plan for strengthening education and training of Party members. Starting from 2019, a five-year education campaign will be launched to ensure that all CPC members will receive Party training focusing on strengthening their ideals, sense of Party consciousness and competence, according to the plan.

党员教育培训是党的建设基础性经常性工作。党的十八大以来，按照党中央部署要求，各地区各部门各单位在深入开展全党集中学习教育的同时，明显加大党员教育培训力度，不断提高党员队伍素质能力，为推进党和国家事业发展提供了重要保证。习近平总书记指出，“我们党依靠学习创造了历史，更要依靠学习走向未来”。面对当今世界百年未有之大变局，在统筹推进伟大斗争、伟大工程、伟大事业、伟大梦想，全面建设社会主义现代化国家的新征程上，迫切需要全党掀起大学习的热潮，切实加强和改进党员教育培训，进一步提高党的领导水平和执政水平，确保党始终成为中国特色社会主义事业的坚强领导核心。

2019年5月13日中共中央政治局召开会议，决定从今年6月开始，在全党自上而下分两批开展“不忘初心、牢记使命”主题教育。这次主题教育要贯彻守初心、担使命，找差距、抓落实的总要求，达到理论学习有收获、思想政治受洗礼、干事创业敢担当、为民服务解难题、清正廉洁作表率的目标。

开展主题教育，要让广大党员、干部在接受红色教育中守初心、担使命，把革命先烈为之奋斗、为之牺牲的伟大事业奋力推向前进。

Education on red traditions should make Party members and officials remain true to the original aspiration and undertake their mission, and strive to advance the great cause that the martyrs fought and sacrificed themselves for.

党支部要担负好直接教育党员、管理党员、监督党员和组织群众、宣传群众、凝聚群众、服务群众的职责，引导广大党员发挥先锋模范作用。

Party branches should fulfill their responsibilities for directly guiding, managing, and overseeing their members and for organizing, communicating with, uniting, and serving the people. They should encourage their members to play an exemplary role.
