中共中央、国务院近日印发《法治政府建设实施纲要（2021－2025年）》。《纲要》指出法治政府建设是全面依法治国的重点任务，明确了法治政府建设的指导思想、主要原则、以及“十四五”时期法治政府建设的总体目标。

jointly issued by the Central Committee of the Communist Party of China and the State Co
uncil. Identifying promoting the rule of law for government as the main task in advancing law-based governance in all areas, the document highlighted the guiding philosophies, principles, and overall goals of this cause for the next five years.

全面依法治国是一个系统工程，要整体谋划，更加注重系统性、整体性、协同性。法治政府建设是重点任务和主体工程，要率先突破，用法治给行政权力定规矩、划界限，规范行政决策程序，加快转变政府职能。党的十九届五中全会提出到2035年基本实现社会主义现代化的愿景目标之一，就是要基本实现国家治理体系和治理能力现代化，基本建成法治国家、法治政府、法治社会。法治政府建设是推进政府治理体系乃至国家治理体系的重要动力。
《法治政府建设实施纲要（2021－2025年）》指出，把法治政府建设放在党和国家事业发展全局中统筹谋划，加快构建职责明确、依法行政的政府治理体系，全面建设职能科学、权责法定、执法严明、公开公正、智能高效、廉洁诚信、人民满意的法治政府，为全面建设社会主义现代化国家、实现中华民族伟大复兴的中国梦提供有力法治保障。
