近日，中共中央办公厅、国务院办公厅印发了《关于深化生态保护补偿制度改革的意见》，提出到2025年，与经济社会发展状况相适应的生态保护补偿制度基本完备；到2035年，适应新时代生态文明建设要求的生态保护补偿制度基本定型。

China has released a guideline on deepening the reform of the country's ecological compensation mechanism to speed up the building of ecological civilization. 【知识点】

生态保护补偿是指采取财政转移支付或市场交易等方式，对生态保护者因履行生态保护责任所增加的支出和付出的成本，予以适当补偿的激励性制度安排。生态保护补偿制度作为生态文明制度的重要组成部分，是落实生态保护权责、调动各方参与生态保护积极性、推进生态文明建设的重要手段。

《关于深化生态保护补偿制度改革的意见》提出，要加快健全有效市场和有为政府更好结合、分类补偿与综合补偿统筹兼顾、纵向补偿与横向补偿协调推进、强化激励与硬化约束协同发力的生态保护补偿制度。

《意见》指出，要聚焦重要生态环境要素，完善分类补偿制度，包括建立健全分类补偿制度，逐步探索统筹保护模式。要围绕国家生态安全重点，健全综合补偿制度，包括加大纵向补偿力度，突出纵向补偿重点，改进纵向补偿办法，健全横向补偿机制。要发挥市场机制作用，加快推进多元化补偿，包括完善市场交易机制，拓展市场化融资渠道，探索多样化补偿方式。

【重要讲话】

全面建立生态补偿制度。要健全区际利益补偿机制，形成受益者付费、保护者得到合理补偿的良性局面。要健全纵向生态补偿机制，加大对森林、草原、湿地和重点生态功能区的转移支付力度。

We should establish a comprehensive system to provide compensation for ecological protection. We need to improve the inter-regional mechanism under which ecological protectors are properly compensated by the beneficiaries. We need to improve the vertical subsidy mechanism and increase transfer payments to the protection of forests, grasslands, wetlands and key ecological function zones.
