12月18日闭幕的中央经济工作会议部署了明年经济领域重点任务，“解决好种子和耕地问题”被列为其中之一。会议强调，要加强种质资源保护和利用，加强种子库建设，坚决遏制耕地“非农化”、防止“非粮化”，更好保障国家粮食安全。

China will strive to tackle problems related to seeds and farmlands as one of its key economic tasks for 2021, a key meeting said. To ensure food security, the country will strengthen the protection and utilization of germplasm resources and the construction of seed banks, according to the annual Central Economic Work Conference, which concluded on Dec 18. The country will also continue to prevent the use of arable land for non-farming purposes, it said.

今年我国粮食生产实现“十七连丰”，连续6年保持在1.3万亿斤以上，国家粮食安全根基进一步夯实，为经济社会发展发挥了“压舱石”的作用。但由于受新冠肺炎疫情、南方洪涝、东北台风、草地贪夜蛾等影响，国家粮食安全话题被屡屡提及。中央经济工作会议提出，“保障粮食安全，关键在于落实藏粮于地、藏粮于技战略。”

如何藏粮于技？种子被称作农业的“芯片”，我国耕地数量有限，粮食生产关键之举是提高单位面积产量，而种子起着关键性作用。会议提出，要尊重科学、严格监管，有序推进生物育种产业化应用。要开展种源“卡脖子”技术攻关，立志打一场种业翻身仗。

藏粮于技，还要藏粮于地，因为耕地是粮食生产的根基。耕地资源是有限、不可再生的资源，如果打破耕地红线，中国的粮食安全无从谈起。会议提出，要牢牢守住18亿亩耕地红线，建设国家粮食安全产业带，加强高标准农田建设，加强农田水利建设，实施国家黑土地保护工程。

要加强农业与科技融合，让农民用最好的技术种出最好的粮食。要采取有效措施切实把黑土地保护好、利用好。
